Vehicle Dismantling Regulation
The Vehicle Dismantling and Recycling Industry Environmental Planning Regulation (VDR) requires all vehicle dismantlers that process wet vehicles to have an Environmental Management Plan (EMP) and register with the Director by September 1, 2008.
The information required for registration is:
- The full legal name of the entity operating the facility;
- The name, address and telephone number of an individual who is located at or near the facility and is the local contact for the facility;
- The address of the facility and the legal description of the land on which the facility is located;
- The address at which the plan may be viewed or copied;
- Confirmation that the facility has a plan that complies with the requirement of the regulation or is a member of an association that has a plan that complies with the regulation.
Environmental Management Plan
The Environmental Management Plan (EMP) must address the management of:
- Ozone depleting substances and other halocarbons;
- Waste Oils, brake fluids, solvents, fuels and other hydrocarbons;
- Waste Antifreeze;
- Lead and lead-acid batteries;
- Waste Tires;
- Mercury switches;
- Windshields washers fluids.
Vehicle dismantlers must, by September 1, 2008, prepare an EMP that:
- describes how the hazardous materials listed above are stored, treated, recycled or disposed of in compliance with the Environmental Management Act and applicable regulations;
- sets out the management processes for minimizing or eliminating the discharge of wastes to the environment and include a contingency plan documenting procedures to be followed during an emergency; and,
- ensure the EMP was reviewed and approved by a qualified professional.
By September 1, 2010
By September 1, 2010 (and every two years there after), each vehicle dismantler must have a qualified professional prepare a report that describes:
- How the hazardous materials listed above were managed;
- Whether the management of hazardous materials was in accordance with the facility’s EMP;
- The effectiveness of the management processes used for minimizing or eliminating the discharge of wastes to the environment.
Finally, vehicle dismantlers can meet the requirements of the regulation if they join an association that has an EMP and is in compliance with the regulation.
